Could use small paper cups that the kids paint, then you poke a hole in the top and put string through and tie a knot, then do another one up higher and tie another knot. Then draw a mouth on top of fish and then put a googly eyes on it. Bottom fins could be construction paper or have them cut a V into paper cup.
